Since the 7/7 bombings in London, it seems clear that the US isn't the only country that now needs to worry about such things.

Does your city, your family, and you have plans in place for where to go, how to get there, and how to survive if extremists find a way to get a small ABC weapon into your area and use it?

It is easy to view that question as alarmist. But, that's what we thought of similar questions before 9/11.
